At first glance, he may strike you as quite an unusual fellow; his foreign handshake, his "improper manner" of sitting and his little cries to himself while he "untangles every day's little trifles". Hugo is interested in a little about everything in the world, and these strange habits are actually a jumble of miscellaneous information he absorbs himself in.
He was born in London but spent his youth traveling around the world from the deserts of Egypt to the tropics of Afghanistan. In 1888, he returned to his home in the West End aboard The Barracuda, determined to become a successf
ul detective to serve Her Majesty. Compared to the most beloved detective of all time, Sherlock Holmes, Hugo has all the facts but he lacks confidence in his skills and focus in his work; he never steeples his fingers with the line "Elementary" on his lips. However, he rebounds with his persistence and daring valiance to satisfy his curiosity. Despite his lean frame, he's actually an excellent marksman to be reckoned with whenever he has a pistol in his hand.

Historically, in 1887, when he was still Assistant Commissioner, he and Robert Anderson foiled an attempted bombing of Westminster Abbey during Queen Victoria's Golden Jubilee celebrations. Despite the fact that he was served the shortest term for the position of Commissioner in history, he was extremely popular within the force. He complained that his mens' pay and pensions were too low, and that their uniforms were of poor quality. Eventually, a bill was passed.
In Feldscher, he was the official who assigned Jacques to be Hugo's partner.
